Carling has passed a Procedural By-law for council meetings. Changes to the draft Procedure By-law discussed during the Committee of the Whole meeting May 24th include flexibility for location of meetings as necessary, amend the time of adjournment to 9:00pm, add a prohibition on recording meetings unless permitted, and other housekeeping amendments to improve clarity and flow. The Municipal Act requires all municipalities to have a procedure by-law for governing the calling, place and proceedings of meetings.
